# International Fairness

## Core rule

Use one comparative standard across all jurisdictions while allowing different constitutional, political, legal, administrative, cultural, linguistic, and evidentiary contexts.

## Required distinctions

- Government, institution, official, population, community, diaspora, and individual character are separate analytical objects.
- Formal authority and practical influence are separate.
- Capability, intent, allegation, assessment, and verified action are separate.
- Historical description and current-status claim are separate.
- Regional baseline and dedicated country profile are separate maturity levels.

## Fairness controls

- Equal evidence threshold, confidence language, freshness review, contradiction handling, and correction path.
- Compare instruments, institutions, implementation, oversight, enforcement, rights effects, affected communities, local terminology, and uncertainty rather than assigning national character.
- Local and multilingual sources where feasible; distinguish formal authority from practical influence and national law from subnational implementation.
- Rights, oversight, affected-community, minority, disability, labor, gender, migration, privacy, and civilian-impact review.
- Endonym, translation, adjective-intensity, threat-framing, and gameplay-consequence review.
- No permanent national, cultural, religious, institutional, diagnostic, or role alignment.

## Alliance and Faction Application

- Apply equal evidentiary burdens to allies, rivals, patrons, clients, state actors, non-state actors, large powers, small states, and affected communities.
- Shared adversaries, rhetoric, trade, or post-event praise do not establish alliance, sponsorship, proxy control, or command.
- Preserve local agency; do not reduce smaller or local actors to instruments of outside powers.
- Neutrality, nonalignment, hedging, and strategic ambiguity are active strategies, not moral failures.
- Faction mechanics must not assign permanent national, cultural, religious, diagnostic, or demographic traits.
